you can not have a democracy which gives voting rights to stupid people and poor people. these two categories, stupid and poor, always do the wrong thing. not because they are evil, but because they are incapable of doing the right thing.
its simple. a stupid person is incapable simply because he is stupid but the poor person, even if he is not stupid, needs to have a strong enough integrity not to be bought out with money.
