It's a dystopian universe because it has to be. If you think the imperium led bad because of incompetence and corruption even that incompetence and corruption stems from the fact that the imperium has better shit to do other than looking over some planet's opressed population. In fact the imperium is well aware and content if said opressed population overthrows their current regime for a better (more productive) one.
It's fascism because "the jews" aren't just a minority you can put the blame on everything for political memes. "The Jews" are real mutants with a real agenda to topple everything and call for said bugs to genocide everything. The xenos aren't going to take your jobs, they can take away your sun. And they really are faster, stronger and really good at doing the jobs you don't want to.
If the imperium stopped being le bad fascist then it would crumble, because it no longer has daddy Godman and said 20 godsons to manage it.
