When stores were low on stock and they were faking occupied shelves, one of the tactics was to reduce the number of shopping carts and increase the number of hand baskets.
When theres less food in a store, and you dont want your shelves to go empty as quickly, you want people to shop more slowly, you do this by making them carry baskets instead of pushing carts
Also, people are duped into being satisfied by buying less food, because their basket is filled more quickly than a shopping cart.
This is psychological stuff to make people think nothing is happening when your country has a massive food shortage (like during the pandemic)
They also claimed the baskets were "for the climate" etc
After the pandemic, when the food supply issues were fixed, they reduced the number of hand baskets, and increased the number of shopping carts again.
