Tipping should be the customer's choice if he found the service nice and has some pocket money to spend etc. Waiters should not expect tips, if they do, then what those tips really mean?
We have simliar system in bigger cities like Warsaw, because of influence of your culture, but it's not really a standard, tipping is rare in most places
