From a cornerstore here you can get only drinks with max 4,7 vol% of ethanol content. Luckily the beer selection is rather decent. But for anything stronger than that you have to go to a state run alcohol store, called Alko. It's basically a state monopoly.

So there are restrictions on official sales for public.
You can legally make your own home wine etc via fermentation process, but home distilleries are prohibited without a special permit, which you will get from a state run office if you are officially in the business. It means then keeping books and paying taxes as well.
