As far as I know they definitely have the firepower to do it. Sacrificing all these men, above all, is so bad for them in the long-term. What they've been doing as you said, is some sort of meat grinder, they don't seem to be sending in their best shit whether it be tech or men.
I'm not knowledgable enough on any of this though, would take a war nerd that's unbiased.
