You're referring to Native Americans. Their reservations have a higher degree of sovereignty and are essentially immune to gambling laws that would otherwise apply to other areas of the US. They have the skills for entrepreneurship and the will to preserve and benefit their own community (something that nigs lack, they tend to betray their own people).
