Psychological problems develop and go ignored during drug use, because you're too numb.
These people are using to cope with something. But you need to treat the addiction before you can treat the underlying stuff. People are very stubborn, and have a great capacity for self-deception, so it's more difficult for some than others, which is why you get functional alcohols who live a fairly stable life-- or you get bums who live on the street... The first guy probably drinks more, because he can afford it, but they're both going to run into some of the same problems. Then the first guy becomes the second guy.
Obviously the best solution is prevention. But how do you stop it before it even begins? It's not just drugs-- people can become addicted to anything. Hurting people. Lying. Stealing. Cheating. The internet.
Drug addicts rightly get a lot of flak, but they're just the more visible aspect of this sort of thing.
