The pale skin came mostly from celts and nordics (and maybe some other isolated populations), in slightly more recent times, and blonde hair/blue eyes are mainly a nordic trait, rare in all other populations,
so it's a direct function of nordic admixture.
Hence it's most common acount the North Sea and Baltic Sea, becoming progressively more rare as you move south, on average, at least,
but even in ancient nordic countries they had some dark haired people.
