China will oppose it because of its close proximity to North Korea, Russia will oppose it because the USA is basically a bully by risking 22 million civilians to nuclear radiation, South Korea will oppose it because they don't want the hope of reuniting both Koreas to be maimed even further, and Japan will oppose it because they have first hand experience of what's it like to hopelessly see your population and cities vanish in a matter of seconds.
