The witnesses are too consistent, when you are dying your ghost is no longer attached to your body.
There is a brief period where you can go anywhere instantly and see anything before your ghost leaves for good or returns to the body.
Sometimes people try to leave and are told at the end of the tunnel that it's not their time yet, and forced to go back.
I think this also explains wandering ghosts, they are the ghosts of people who died very tragically and have (yet) to find their way to the other end of the tunnel.
Or people who may have lived tragically and find themselves still attached to our world: not understanding that it's over / Willing to admit that it is over / Fearing what waits for them at the end of the tunnel / Attached to a mortal duty or promise that they still haven't accomplished
In the same way, you are also capable of communicating with the ghosts of those people who were close to you but already passed away, when you are dying. They help you in your journey and comfort you.
We've made to believe that all this is silly, everything is just matter, and that we only have 1 unexplained miracle (big bang / creation of matter), everything else is just science™.
