Pepe never really was a mascot of 4chan despite its use.
Yotsuba is, and always has been, the mascot of 4chan. As for why they show up here so often it's probably because of those "frens" threads. I still see them show up in other places, but thankfully nowhere near as much as I used to. The whole "dank pepe" meme finally died off.
