Bascially we need four things in order to make Kekistan real.
1. A defined territory
We need land. Islands, abandoned property, the tool shed in my back yard, something we can plant a flag on.
Note that artificial installations, like Sealand, aren't recognized. So no seaforts or oil rigs. We need actually land.
2. Government
Constitution, or Kekstitution, defining a governing authority over Kekistan.
3. Permanent Population
Since Kekistani is an ethnicity, anyone who is ethnically Kekistani could be a citizen of Kekistan (we can iron out details ITT)
4. Capacity for Foreign Relation
Constitution can address this by making a Foreign Minister office or something.
Right now we should focus on step 1 and define some kind of territory. Nothing else is useful until we have an actual place to put Kekistan.
