I have a theory about this, please bear with me. a while ago chio chips had a raffle here in Bulgaria where the chip packets had half of a 10 BGN bill(5 euro or 6 dorrar) in them and if you got both halves of a bill the store would give you the real money.
now the way that worked was they printed out a few hundred thousand left halves of a bill and a thousand right halves. so you had a great chance of getting the left half but you had to buy plenty of packets for a chance at the right half.
that is what I think fnc is doing. putting the worst two members in most albums so the ocd fans would keep buying copies to get their favorite members. obviously this doesn't work on the pole since chanmi is his favorite but you get what I'm saying
