Stuff like noodle limbs and/or realisticly/semi-realistically proportioned bodies (KoTH, classic Disney) require more resources to make while standardized parts can be but together on the cheap, allowing for lower production costs! It's why Teen Titans GO! is the way it is, and why there is way too many of it.
A technique used a lot in anime is strategic angles in order to reduce what's on camera and by extension what needs to be animated. Don't want to animate a mouth? Make it a closeup of their eyes!
At the very least, nobody seems to use stock footage anymore. At least, not that I can see.
