/b/ is one of the oldest boards but underwent revisions to create /a/ as we know it today. Back in 2003 /b/ was (anime/random) and anime posting was a widely accepted practice that still holds true today.
Moot avidly attended anime conventions and even furcons because this was the people he made 4chan for. WT Snacks had a Yotsuba style tan made of him.
While 4chan may not have ever been made for the express purpose of discussing anime and anime posting anime has the largest impact of any topic of interest on 4chan.
This idea of 4chan being a frog board is just plain silly but I thought you'd enjoy a more thought out response to this question that doesn't involve some weeb crying and pissing their pants.
