Memes are just inside jokes and what makes them good is their ability to be obscure yet understood by the community they develop in. Just being a funny or offensive image macro doesn't make something a meme. A meme shouldn't need to be "too offensive" in order to remain an inside joke like most /pol/ shit, that's just lazy edgyness for the sake of being edgy.
