You do get some second-hand smoke inhalation as it builds around you (particularly on a windless day, or indoors); for some people this is enough to cause mild nicotine poisoning, depending on the concentration and amount. Also depends on how long you smoke, your tolerance, the concentration of nicotine in that particular tobacco, etc.
The main source of relaxation with pipe and cigar smoking is moreso the activity itself, rather than the nicotine. You have to dedicate 1-2 hours, preferably somewhere nice and comfortable. It's not 5-minute chemical fix.
