I think skyrim is a taiga biome

werewolves are criminals and sometimes they are hired as mercenaries for wars and stuff. this isn't like something that wasn't done historically irl either sometimes. Knights used to also literally pillage villages on military campaigns or something

each region of skyrim has a werewolf criminal organization and I got this idea somewhat from mount and blade:bannerlord as there are criminal orgs and I researched some lore

maybe not though, I probably wouldn't like that eventuality.

Maybe instead the lore is once the empire ruled the entirety of tamriel until it didn't and now it's a kingdom surrounded by other kingdoms
