Own both Fallout 3 and New Vegas then install TTW.

This will bridge the two games with a train you can take between the two maps. It's also compatible with most mods and even requires you to go through an involved process with making it compatible.
Here are the two required mods you'll need to install afterwards.

Lastly you have to play through the DLC in this order Old World Blues, Honest Hearts, Dead Money and Lonesome Road.
Here's a good mod for retexturing like everything to make it look less shitty.

This is not an advertisement but if you want to have more decoration ala Fallout 4 you can use the below mod I worked on for Fallout 3 that was then ported over to New Vegas. It's compatible with TTW.

play the normal game and see if it crashes regularly
if it does install something like mod manager 2 and mod fixes
either way always save twice, regularly and a autosave
and play all paths, start by house, then ncr, then ceaser's and then yesman's

I have played both before, but never bothered with TTW.

Like most of them old games, TTW isn't a 100% guarantee. I installed the Viva New Vegas stuff though and it did great. Clean playthrough. Even with some of my own personal additions.

You're not getting the full experience if you don't play on hardcore difficulty. Yes Man has the best ending. Also the DLCs are really good.

i haven't played base FO3 since it had GFWL but running it in NV through TTW even in the mod's earliest builds had far less crashes and bugs from my experience

By your definition no. It's 99% as it still has a few bugs but nothing noticeable. I've never had a problem.
