My guess is that they got sick of having to constantly prune, ban, and read appeals for all the normalfags making shit off-topic threads on /pol/, and petitioned Hiro to let them make a containment board to shunt those threads to so that they don't have to read ban appeals all the time. Hiro said "Sure, whatever" and went back to partying using money obtained from ads and datamining.
