If stresses remain below the yield strength then the deformation is completely reversible. If it's above, fatigue can happen.

Theoretically, yes! ...but in reality, not always, because materials are not uniformly elastic at all parts of their structure. Usually when you engineer something for infinite cycles you aim for median stresses being way below the yield strength, and that helps you achieve "near-infinite" cycles, but never fully infinite...
