They work synergestically with muscles and can get desensitized to repeated stimulus, which is why stuff like chronic tendon pain happens from day to day movement. It should recognize it needs to get stronger to cope with the pain, but it doesnt, since its desensitized to the current level of inflammation (cause you never gave it time to heal when the stimulus was still fresh - and it got desensitized without overcoming the injury). You have to train it in a programmed fashion and be intelligent about it to get rid of it.
Just taking L arginine in hopes of making tendinopathy go away is like just taking creatine without lifting weights in hopes of growing muscle
Also ps tendons grow/remodel much slower than muscle
