Yes, for some people indeed. The problem isn't so much masturbating as the prolification and normalization of pornography and consumption of pornography.
There are laws on the books that strictly outlaw pornography in the form it is made today. They just aren't being applied. If something solely appeals to the prurient (sexual) interest, it is technically illegal in the United States. This is why old pornos had ridiculous story lines like the pizza guy, the cable guy etc. having that story legally moves it into a realm which legally classifies it as art, despite how dubious this is even at face value.

This is why internet ID verification laws are total horseshit. There is already the legislation in place to police these things without violating the rights and freedoms of innocent people. Thats a whole other story tho. The real motivation for mandatory Internet ID verification at the access point is to tie identities to crypto wallets so the IRS can pursue criminal prosecutions for tax evasion and seize the assets, and otherwise extract taxes from crypto.
