It's just the way people behave and move here. People in Florida just fucking know what they're doing on the roads, they have a lot of inclement weather to deal with there. People in the desert are similar, wide open spaces but a lot of terrible shit can go wrong really fast if you misjudge something so everyone knows how to move.
People in Austin just waddle around like downies, aimlessly and slowly plodding along without any regard for anyone or anything around them. It's miserable if you're actually trying to walk or drive anywhere.
