Because only the living can fear and the dead are not a group and can't exist as beings, and since they are not beings, they can't experience. Therefore, fear of death the moment you are dying is relevant when your chances of living are still plentiful, but at death's door, fear of death is irrelevant, since there would be nothing to fear, you wouldn't be anymore, and if you aren't, your fear can't exist ever again. Nothingness is not scary because fear doesn't exist in it, because only the living fear, and if we are not in nothingness, nothingness is no hell, because then it simply doesn't exist.
