During PRL (that's for People's Republic of Poland) they were built as cheaply as possible, with the lowest amount of effort. Thus their general make and materials of which they're composed left a lot to be desired. Many people carry their resentment for them up to this day. However as I said, that is getting less and less justified.
With a general advance in the standard of living, and just a couple modern tweaks, they are great to live in in a big city. I recently moved to one of them, and found very few things that bothered me much as compared to exaggerated descriptions of my parent's generation.
