Looking at overlapping events and cultural norms, these rulers were in the first century. Diocletian was remembered for his brual persecution of Christians, as well as being a great political and military leader. He was the rider of the white horse (crown for politics and bow for military).
Galerius was the rider of the red horse. He was given a great sword. Diocletian gave Galerius power and eventually elevated him to senior emperor. Galerius persucted Christians, removing them from the army, from political positions, and enslaving them.
The rider of the black horse was ruler over a an area with severe famine and scarcity. Maximian was the rider of the black horse. He used scorched earth tactics, literally burning the land. He destroyed crops, leading to a famine. Wheat and barly became incredibly valuable.
The rider of the pale horse was given power over a fourth of the earth to kill with sword, hunger, and beasts of the earth. The rider of the pale horse was Constantius Chlorus. Chlorus means "pale green" in Greek. Constantius Chlorus gave Christians to animals to be torn apart as a public spectacle.
Once Jesus claimed victory over evil, he ruled here on Earth for 1000 years with the resurrected saints. They built magnificent stone buildings that we cannot build today with a Roman style. They could be found all over the world on every continent, including antarctica if early reports can be trusted.
