Ukraine was used at times as a political tool by the USSR since they tended to vote in favour of what Russia wanted as opposed to soviets that were ethnically very different to Russia. That is, Lenin seemed to create the nation within the union for two reasons, to give the illusion of independence and also because when it came to national soviet representation, Ukraine would lean to vote more towards what Russia would than what central asian ones would.
I find most people that kvetch about it are holocaust revisionists that are trying to take the heat off the holohoax, so take that how you will.
A lot of people died of famine in the union, Ukraine was a heavy farming area, so perhaps they were simply hit harder as a result of having more farms and likely more kulaks, or perhaps it was intentional ethnic cleansing because of historical independence movements.
