first world countries largely regulated away all the intermediate steps required for industrialization under the guise of environmental protection, and huge interests like monsanto ensure third world countries are indefinitely kept in the toilets they're in, partly to exploit/keep that cheap labor you refer to
if you're talking about individual nigs in first world countries "improving on their own" by taking advantage of the DEI and shit, then maybe, idk
indians, hispanics, chinese, filipinos all seem kinda poised to gain a bunch of wealth & have a higher economic place, but idk if i'd call any of that improvement
ideally you'd be able to raise everyone to the standards of whites in the 20th century, and then everyone continue raising even higher, then maybe we'd become spacefaring or whatever
but other races simply inheriting or being given an economic place isn't any kind of controlled improvement really, and there's still corruption & bureaucrats & all this fucking retardation which seems to be a roadblock to any sort of higher calling for the species in the long term
it's changed in the past & maybe it will change again, idk, maybe other races will improve themselves
