There are a couple of ways to look at this. By all accounts, the people there hate Maduro and are this close to revolting against him, and it's possible the military would be divided by it. They could be facing revolution, civil war, or more tyranny, or he could step down. He doesn't seem to want to step down and is increasing security. Bottom line, they would be better off if he was gone.
OTOH - no single nation other than Venezuela has the right or mandate to unilaterally attack him or remove him as elected leader.
