What's happening is that legislation is being used to put people into a database so that their internet patterns and history can more easily be traced for whatever reason you're told at the time, and I know this because we're already at a point right now where pretty much every computer built today comes with multiple programs pre-installed that allows the government to hack it and spy on you whenever they want, and anti-virus software doesn't pick it up
