I think an issue with Alcohol is that its relatively safe, cheap to make, it gets out of your system easily and low potential for addiction in most people.
Most hard drugs are banned/illegal because the majority of the population is too stupid to use them properly without fucking dying or ruining their lives in some fashion.
The reason why Alcohol is popular is because civilizations are always organized around the lowest common denominator and the functionality of people with average intelligence. This is why we dont have things like cybernetics or genetic engineering entering the public space yet because the average fucking idiot would fuck that shit up. Think of all the car acidents that happen because people are just plain incompetent and make mistakes and think of what would happen if we had flying cars and how bad an acident in that situation could effect businesses and travel because 1 fucking idiot crashes.
Thats why alcohol has been promoted and used generation after generation, because its relatively safe and easy way to get yourself "high" off something for recreational purposes while maintaining the industrial output of society.
