That's actually kinda one problem I have with AC6, since with the stagger system and weapons being on cooldown means that again you just wait for those big moments to unleash everything.
It's not that cooldowns are inherently bad, they just can't be the single thing combat rests upon.
I much prefer to have a meter instead, or like ammo, but a meter should still have some kind of cons.
One game I know does meter + cooldowns, with the cooldowns activating as soon as you run out of meter. But you can play around this, and get other attacks in, the cooldown isn't just immediate as soon as you press the button. The meter also recharges, so you're kinda playing against all of this at once.
When it's just cooldowns combat tends to become like an MMO where you just use the same skills on rotation (see a game like Genshin Impact)
