Based on what has been repeated by many people who know him and have worked with him in politics, he is a man who tends to be most influenced by the last person he spoke to. Especially in politics. You have to remember, Trump isn't a politician. He's only been involved in politics for a decade of his life. He's a great figurehead, but he's not a politician. Last go around he had an antagonistic relationship with the Republican party. Not so anymore. He's flanked by the best advisors they have. This is why this go around has been so much more effective than the last in terms of implementing policy.
I think, that this council of influence is gaming Trump to make moves he doesn't fully understand, but also to make moves he does. But essentially they are using his ego and his borderline senility for their own ends.
Whatever just went on with silver, gold and Bitcoin was orchestrated. Everyone knows it. Trillions gone in literal minutes. Now, watch. Trump will be trotted out in front of the media today, tomorrow and he will probably do a press conference where he says a whole bunch of crazy shit. Nobody will be talking about this by next week, it'll be onto the next one.
If you take the supposition of a council of influence as true, and the idea that Trump can be influenced by those he trusts easily, then the rest makes sense. It would be incredibly easy for people involved in politics to manipulate someone like that.
As long as Trumps ego is fluffed, he is happy. He wants to be seen as an authentic and great politician. That's why he is so obsessed with awards, with accolades and with accomplishments. The guy literally started his political career because Barack Obama made fun of him at the white House correspondence dinner.
Anyways, tl;dr, I think Trump has people pulling the strings while he makes speeches and tweets
