What they just did was literally knowing extreme negligence bordering on attempted murder.
You don't just, "accidentally" serve someone a piece of moldy food that objectively moldy, and then make a big "corporate policy legalese" excuse to fuck them over even more that you won't return their payment.
I'd turn their knowing bodily harmful attempt around on them and gouge out the fuck eye of the manager who told that wagie fucker to tell that guy that they wouldn't comp it, and then if any other employees had an ire over that, I'd fuck em up too and the demand to know who the fuck was the ringleader behind this little charade, because at least the server and the last cook had to have knowingly put that visibly extremely spoiled food (and why do they have that spoiled of food in the restaurant; that was from a loaf, so the implications here are they either keep one very old moldy loaf in the store to fuck with people (which is literally criminal sociopath shit, as that could easily kill certain immunocompromised people) or they are serving just as moldy but not as visble as the OP image to multiple other customers) on a plate and sent it out.
How the fuck are you in the food service industry, and you don't know how fucking serious spoiled and especially visibly moldy mycotoxic food is?
You do not fuck with a customer's food, ever, no matter how much of a prick they are; that's like the cook's hippocratic oath.
