i highly doubt you have a residential static ip though, unless you pay for a business line, in which case resetting would actually give you a different ip (because DHCP) until you programmed in your static again
at the same time, if you dont have a static address and use DHCP (likely) the way IP's are assigned is based off of your MAC address which is at the hardware layer
and unless you're using something like an OPsense firewall (doubt) then you cant change your WAN ports MAC address to force a different addressed to be assigned
