the thing is that most people (95% at least) didn't speak english or just didn't care about english websites, we had our own imageboards, our own tibia and cs servers, our own youtube channels, our own forums, etc
i guess what changed these days is literally everyone getting access to the internet (even the poorest people possible), english being more enforced in educational spaces and globalization becoming stronger day after day
