Not sure about the star/shield colour. try it and taste that one I think. If it feels bad, have the stripe go behind the star. if you do have the stripe behind the star, a darker blue will probably be better. cirno is probably well represented by any shade of blue around #0000FF, a flag doesn't need to have the same exact colour, just represent the idea.
I think its either touch the shield or no shield. The best thing to ask is what is the meaning of the shield? if it represents nothing, then it shouldn't be on a flag. The simpler the better, and so personally I would say no shield.
