The thing is, when 4Chan was made, it had 2 boards: /a/ - Anime/General and /b/ - Anime/Random. The very reason of this thing to exist was anime, and the only two boards it had was for anime discussion and anime off-topic. As the off-topic part grew, it was contained in multiple boards divided by theme, until these boards eventually out-numbered the main topic, and people started to come for the off-topic. Yet, that doesn't change the nature of the website: it still is a place to discuss anime and anime related topics.
And just like any niche forum for discussions, we have off-topic debates in specific areas. Since these areas (the boards) aren't the main theme, it's perfectly fine for anime to leak there, since it's expected for everyone in here to like anime. However, it simply isn't acceptable for non-anime topics to leak into the anime specific board, since it's the main theme.
In short, 4Chan is made to discuss anime and /a/ is it's main board, everything else is a containment board to keep /a/ clean. If you came for off-topic stuff and has no interest in anime, the least you can do is to accept anime posters, since this their home.
