On the other hand, he knows the chances of being actually independent are zero because they won't get any international recognition or help. Their only chances of achieving it would be either with consent from Spain or causing a civil war they can't even fight. So the only choice is dialog, which of course won't lead to anything as they have no real negotiation power.
