The western view was that the 4 million died total in all concentration camps (number cited from Nuremberg testimony), and the soviet view that the 4 million was both Jews and soviet POWs at Auschwitz (notice how it says "people" not just jews). The soviet 4 million number was grossly inaccurate, but they controlled the land the camp was on...
After the fall of the soviet union, the plaque on the right was put up citing a number more within the historical consensus.
