This problem is a problem from where it initially decides to take in immigrants.
Old aged Brazilians can not speak Japanese but they can work somehow by assisting fluent speakers.
Once they lost their jobs from car factories, they would be likely to rely on welfare. The city councils like Oizumi never prepared for such kind of problems.
