Because of flags' general purpose:
-be recognizable from afar
-be simple to be easily made
-be distincitive enough so that no misunderstandings would happen
-represent the country in simple way (usually by colors, referring to something nation-related)
-look somewhat nice
Three horizontal stripes are just a pretty good design in terms of conditions I have listed above
