They try, but they can never get a foothold except in the harbor cities. Even immigration isn't a big thing up here, we've even had instances where the immigrants REFUSED to stay and didn't even get off the bus because they were driven up north and didn't get to stay in the south?
Guess what our fucked up country did? We let them go back south, to the joy of most of the North.
