I'm looking for some Serbian guys who can tell me about their local laws regarding internetz. Are laws are strict here regarding torrentz? Do you have any sites blocked because of some shitty politics?

Asking because I'm planning to buy VPS in your country.

Sorry to butt in but I don't think asking random people on the net is the best source for the legal aspect of this.
In most countries like Serbia and Greece the law may outlaw something but it's never applied and thus the common citizen doesn't know about it. The average Serb user will tell you everything's allowed, reality MAY be different

Why do you want to buy a VPS though? Moving to Germany or Burgerland?

We have VPN recently banned in Russia.

Our government currently is building some kind of Great Firewall of China called Pocкoмнaдзop (https://en.wikipedia.org/wiki/Federal_Service_for_Supervision_of_Communications,_Information_Technology_and_Mass_Media). For over a year everyone was bypassing it using all kinds of VPN services (free or not). So they have officially banned VPN here for ordinary citizens (not for organizations) - no Russian or foreign country have a right to sell VPN services to ordinary people. Common proxy providers are also banned.

Though VPN traffic is not blocked on provider side (yet) so I can just but some foreign VPS and make my own VPN server or proxy from it. Even if they'll try to implement some VPN blocking firewall, owning a private VPN server will grant me more flexibility in bypassing this shitty blocks.

I knew about the VPN ban but didn't know it was that bad.

How much is this gonna cost you? Having to do it in the first place, regardless of price, sounds fucking stupid.

So go ahead and download everything you want. But major russian torrent trackers (like rutracker.org) are currently blocked by the same Pocкoмнaдзop - you have to bypass it via proxy or VPN.

Formally government is blocking the sites that spreads the info regarding narcotics, child pornography, suicide methods and things spreading info about which is banned by some court order (ISIS, online-casinos, etc.).

But it also became a tool to block some "undesirable" sites like torrent trackers (that themselves are not forbidden by any russian law) and government opposition related sites.

I you are not doing something against government itself (like trying to overthrow Putin or publicly saying bad things about him) or doing really bad illegal shit (like filming and selling drugs or child pornography) - they even won't try to catch you for using VPS/VPN, you are of no interest to anyone.

Nevertheless, if somehow they will manage to catch you for using VPS/VPN or pirated staff - you just have to pay a fine. Implying that you have not used VPN/VPS for more morbid stuff, that I mentioned earlier - in that case prepare to go to jail, pay some stupidly high fine or give a big bribe.
