Salt clumps up over time when sitting in a shaker, and it's worse in areas with high humidity (pretty much the whole eastern seaboard, gulf coast etc). it's probably a regional thing. Here on the west coast it's not that humid, but i see some restaurants mix rice into the salt shakers as an absorbent. Never seen that anywhere else. We have tons of asians on this coast, therefore tons of rice.
I'm guessing you were in a hi humidity/lo asian area. They stash shakers in the fridge cuz they live in a sweltering, bug infested reclaimed swamp, and the fridge is the driest place in the whole trailer park. OP, where did you visit?
