The confusion in the West came because waifufags are a product of moe, but moe isn't a product of waifufags. Westerners saw people saw people describing cute anime girls as moe in the late 90s and throughout the 00s and assumed that's all moe anime was, while being completely oblivious that their obsession over characters like Goku fundamentally makes Goku just as moe was whatever cute girl the industry plops out.
