Infinitechan is not like 4chan, former is based on community input, on them moderating their own boards, with very little limitations from the ultimate supervisors. Comparing it to 4chan is a really tricky thing and I don't believe it's right to do so, not only it's hard, but lots of things are subjective.
Also, file size limits are board-speciffic here and webms with sound are allowed on one of the board, /wsg/ iirc.
