1) Kazan. Was one of the many vestiges of the Horde, but got deusvulted by Ivan IV in 1452 AFAIK (y'know, purges often help). It's a city like any other, no one even wears a burqa. I spent my childhood there, and I wasn't decapitated ONCE.
2) Caucasus region. These guys are more like traditional muslims, (y'know, if you've ever been to pol, you've probably heard the word "Chechnya" by now) but they pretty much stay in that region. And at least our police isn't afraid of racism/islamophobia accusations, if you ever listen to our local news (a thing no one does), one of the things you'll often hear is "spetznaz busted yet another terrorist chapter disguised as a mosque".
